How to Conduct Sampling Inspection of Office Chairs
The sampling inspection of office chairs should follow the following procedures and requirements:

I. Task Assignment and Institutional Qualifications
The sampling inspection task is formulated by the Anji County Market Supervision and Administration Bureau as part of its supervision and random inspection plan, and the Anji County Quality and Technical Supervision and Testing Center is entrusted to undertake the inspection work. Inspection institutions are not allowed to subcontract tasks without consent, and the same applies to sampling work, which must be carried out by designated institutions or departments and cannot be subcontracted a second time. This regulation ensures the professionalism and clear accountability of the sampling inspection process.
II. Sampling Personnel and Process Specifications
- Personnel Requirements: At least two sampling personnel must participate together during sampling and present the "Inspection Notice" or valid identification to the inspected enterprise to ensure procedural legality.
- Prohibited Sampling Scenarios: Sampling is not allowed under the following circumstances:
- The product is not included in the scope of the supervision and random inspection task;
- The product is explicitly designated for export, non-sales purposes, or is a "trial product," "disposal product," or "sample";
- The product does not comply with any standards (e.g., produced solely based on mutually agreed technical requirements without involving mandatory standards);
- The quantity or condition of the product does not meet the requirements of the inspection plan (e.g., insufficient inventory, damage, etc.).
If the sampling unit violates these regulations, the sampled product is deemed invalid, and the enterprise has the right to refuse sampling and request relevant supporting documents (e.g., export contracts, non-sales declarations, etc.).
III. Plan Implementation and Batch Management
- Batch Strictness: Sampling inspection batches must be executed strictly in accordance with the annual plan issued by the Anji County Market Supervision and Administration Bureau, and no arbitrary additions or reductions are allowed.
- Handling of Duplicate Sampling: If it is discovered that the same type of product from the same enterprise has already been sampled by another unit, sampling must be immediately terminated and reported to avoid duplicate testing.
- Sampling of Enterprises Not on the Plan: If an enterprise on the plan cannot be sampled (e.g., due to production halt or relocation), a list of such enterprises along with the reasons must be provided, and after written consent from the plan implementation department, similar products from enterprises not on the plan may be sampled, provided the total batch limit is not exceeded. Unauthorized sampling without consent will result in non-payment of inspection fees and public criticism.
IV. Handling of Enterprises Refusing Sampling Inspection
If an enterprise refuses sampling inspection without justifiable reasons, the sampling unit must promptly notify the county bureau in accordance with the Zhejiang Province Product Quality Supervision and Random Inspection Work Procedures (2020 Edition), and the county bureau will handle it according to law. If the enterprise continues to refuse, the county bureau may impose penalties and make a public announcement in accordance with Article 56 of the Product Quality Law of the People's Republic of China to uphold the authority of the sampling inspection.
