Tax Refund Office Chair

Admin October 08, 2026

The tax refund rate and key policy points for office chairs are as follows:

I. Overall Tax Refund Rate As a furniture product, wooden office chairs generally have an export tax refund rate of 15%. This rate applies to the value-added tax and consumption tax already paid during the domestic production and circulation of exported goods. Eligible enterprises can apply for a refund after the goods are declared for export at customs. This policy aims to reduce export costs for enterprises and enhance their international competitiveness.

II. Export Declaration Requirements Enterprises must accurately fill in the commodity code during export declaration, which is a key basis for customs to identify the nature of goods and determine tax refunds. Inaccurate declarations may disrupt national export tax refund management and even lead to administrative penalties. For example, the Tianjin Xingang Customs once handled a case where a party was penalized under the Customs Law of the People's Republic of China and the Regulations on Import and Export Duties of the People's Republic of China for incorrectly declaring the commodity code for office chairs. Strict verification of the consistency between the commodity code and actual goods is required during declaration to avoid refund delays or legal risks due to coding errors.

III. Tax Refund Support for Key Components According to the MIIT's Action Plan for Upgrading Key Components of Office Chairs, certain core components are eligible for higher tax refund incentives. These include:

  1. Gas Springs: As a critical component for adjusting seat height, their production involves precision machining technology and meets new material standards;
  2. Linear Drives: Used for electric seat adjustment functions, belonging to the high-end manufacturing sector;
  3. Mesh Fabrics: As breathable seat materials, they must meet high-strength and wear-resistant performance requirements. These components are included in the list of key new materials, with the tax refund rate increased to 13%. This policy aims to encourage enterprises to upgrade technology, improve product quality, and promote the high-end development of the office chair industry.

IV. Policy Implementation Considerations Enterprises applying for tax refunds must meet the following conditions:

  1. Goods must be actually exported and customs clearance procedures completed;
  2. Complete value-added tax special invoices, export declaration forms, and other supporting documents must be provided;
  3. Cost accounting for component tax refunds must be conducted separately to ensure distinction from the overall product. Additionally, policies may change dynamically with national tax adjustments or industry development plans. Enterprises should stay updated on the latest notices from tax authorities and the MIIT to ensure compliance in enjoying preferential treatments.
