Office Chair Unit Price Invoice
The issuance of invoices for the unit price of office chairs must adhere to the following regulations:

I. Invoice Item Name Requirements According to current tax laws, office chairs are clearly classified as furniture. When issuing invoices, the item name must be clearly labeled as 'office chair' or 'furniture', and vague descriptions such as 'supplies' must not be used. If the invoice content is too general (e.g., only stating 'office supplies'), the invoice may be invalid or ineligible as a pre-tax deduction voucher due to non-compliance with tax regulations.
II. Tax Rate Application Rules
- General Taxpayers: When selling office chairs, a 13% value-added tax (VAT) rate applies. The output tax must be calculated at this rate, and either a VAT special invoice or an ordinary invoice must be issued.
- Small-Scale Taxpayers: They may choose to issue invoices at a 1% or 3% collection rate. If they meet the exemption criteria (e.g., monthly sales do not exceed 100,000 yuan), they may be exempt from VAT; however, if they choose to waive the exemption and issue a VAT special invoice, it must be issued at a 3% collection rate, and they may no longer enjoy the exemption policy.
III. Handling of Special Circumstances
- Customized with Installation Services: If the office chair is customized and includes installation services, the invoice must note the project name (e.g., 'Customized Office Chair Installation Service') and the installation location to clarify the service content and tax treatment basis.
- Business Scope Verification: Before issuing an invoice, a company must confirm that its business license includes 'furniture sales' or a related scope. If the business scope does not cover furniture, the company must first amend its registration before issuing a compliant invoice to avoid tax risks arising from operating beyond the registered scope.
IV. Compliance Considerations
- The invoice content must be consistent with the actual transaction, and false invoicing or alteration of item names or tax rates is prohibited.
- Small-scale taxpayers enjoying the exemption policy must indicate 'tax-exempt' on ordinary invoices; if issuing a special invoice, the tax amount must be calculated at the applicable collection rate.
- In customized installation services, if the installation fee is billed separately, an invoice must be issued at the 'construction service' tax rate (9%); if not billed separately, it may be invoiced together with the sale of the office chair at a 13% rate or the applicable collection rate.
Companies should strictly adhere to the above rules to ensure that invoice content is truthful, tax rates are accurate, and notes are complete, thereby reducing tax compliance risks.
