Office Chair Scrapping Application

Admin October 12, 2026

The application for scrapping office chairs should be submitted in accordance with standardized procedures based on conditions such as functionality, safety, degree of damage, and cost, and should undergo approval and processing as follows:

I. Determination of Scrapping Conditions

One of the following conditions must be met:

  1. Functional Failure: For example, if the pneumatic rod cannot be raised or lowered after multiple repairs and the cumulative repair cost reaches 80% of the original value.
  2. Safety Hazards: Situations where the chair body exhibits corrosion perforation, releases heavy metal dust, or poses other potential health risks.
  3. Severe Damage: Deformation, fracture, or decay of the frame that directly affects safety and usability.
  4. Excessive Repair Costs: If repairs still fail to achieve the expected usage effect and the cost of replacement is lower than the total repair expenses.

II. Implementation of Scrapping Process

  1. Submission of Application Materials

    • Fill out the "Scrapping Application Form", detailing the damage situation (e.g., pneumatic rod failure, frame fracture), service life, repair costs, and economic benefit analysis (comparison of repair and replacement costs).
    • Attach key supporting documents: purchase invoices, acceptance certificates, asset performance test reports (including X-ray flaw detection spectra to confirm structural damage), and green recycling registration certificates.
    • If the minimum service life (e.g., 15 years for furniture assets) has not been reached, additional photos of the office chairs and a description of their usage must be provided.
  2. Review and Approval

    • After preliminary review by the affiliated unit, submit the materials to the Equipment Department. Applications that have not reached the service life must be further submitted to the Office of the State-owned Assets Management Committee and the Fixed Asset Disposal Team for approval.
    • Upon approval, generate and print the "Disposal Application Form" for signature and seal confirmation by the submitting unit.
  3. Scrapping and Disposal

    • Contact a professional recycling agency with special waste disposal qualifications issued by the municipal environmental protection bureau to ensure the disposal process complies with environmental requirements.
    • Select disposal methods based on the asset's condition: recyclable materials should be processed through recycling channels; office chairs still in usable condition can be donated or auctioned; those severely damaged and without reuse value should be directly dismantled for scrapping.

III. Precautions

  1. Compliance: Scrapping activities must strictly comply with regulations such as the "Classification and Codes of Fixed Assets" and the "Law on the Recycling and Disposal of Waste Electrical and Electronic Products" to avoid legal risks.
  2. Prohibition of Unauthorized Retention: No individual or department may retain scrapped assets for non-official purposes without authorization to prevent asset loss.
  3. Template Reference: The application report should include the equipment management department, reasons for damage, estimated original value and recycling funds, compliant national standard clauses (e.g., items 6-8), and a list of attachments, and specify the scrapping implementation period (e.g., 30 working days).

Sample Template (for reference):
