Whether 'office chair hitting person' is illegal depends on the specific circumstances and the consequences caused.

Minor Circumstances Without Obvious Injuries

Causing Minor Injuries to Others

When an office chair hitting a person causes minor injuries to others, Article 43 of the Law of the People's Republic of China on Penalties for Administration of Public Security also applies for punishment. At the same time, according to Article 1179 of the Civil Code of the People's Republic of China, the perpetrator is required to bear civil compensation liability and compensate the injured party for reasonable expenses such as medical expenses and lost work fees. Causing Light Injuries or More Serious Consequences to Others

If an office chair hitting a person causes light injuries or more serious consequences to others, the perpetrator will constitute the crime of intentional injury.
