Office Chair GCC Certification

Admin October 08, 2026

The GCC certification for office chairs is a compliance document required by the U.S. Consumer Product Safety Commission (CPSC). It serves to prove that office chairs designed for adults aged 12 and above comply with federal safety regulations and is a mandatory document for U.S. customs clearance and entry into e-commerce platforms.

Scope of Application

The GCC certification is specifically designed for office chairs used by adults at home or in the office, covering computer chairs, lounge chairs, etc., made of materials such as solid wood, panel, wrought iron, and glass. Chairs with a cartoonish or childlike design or those specifically designed for children aged 12 and below require a CPC Children's Product Certificate and cannot be replaced by a GCC.

Core Testing Items and Standards

  1. CPSIA Coating Lead and Phthalate Testing

    • Testing Objects: Surface coatings (paints, lacquers, etc.) on desktops, chair frames, and hardware, as well as plastic accessories (armrests, foot covers, etc.).
    • Standard Requirements: Coating lead content โ‰ค 90 ppm (16 CFR Part 1303), and phthalate control is required for plastic accessories.
  2. TSCA Title VI Formaldehyde Emission Testing for Wood-Based Panels

    • Testing Objects: Wood-based panels such as medium-density fiberboard, particleboard, and plywood.
    • Standard Requirements: Hardwood plywood โ‰ค 0.05 ppm, medium-density fiberboard โ‰ค 0.11 ppm, and particleboard โ‰ค 0.09 ppm.
  3. Structural and Mechanical Safety Testing

    • Load-Bearing and Stability: Simulate daily sitting, leaning, and placing heavy objects to test the firmness of table legs, chair legs, and connectors.
    • Pneumatic Rods for Adjustable Chairs: Test safety performance and wheel durability.
    • Folding Chairs: Test the strength of the opening and closing locking mechanism.
    • Edge Treatment: Polish sharp edges to reduce the risk of bumps.
  4. Flame Retardancy Testing (for Upholstered Chairs)

    • Standard: 16 CFR 1640 (evaluates only cigarette smoldering).
    • Requirements: Char length on the outer fabric โ‰ค 44.5 mm, and on the inner layer and filling โ‰ค 38 mm. If the outer layer fails but the barrier layer passes, it must be labeled 'Meets Class 2 requirements.'

Application Process

  1. Determine Product Category and Standards: Confirm whether it is a children's product and select applicable regulations (such as 16 CFR Part 1303, CPSIA, etc.).
  2. Prepare Documents and Send Samples: Provide product specifications, BOM lists, English manuals, etc. Each model must be tested separately.
  3. Laboratory Testing: Complete a full set of tests at an ISO 17025-accredited laboratory. If the test fails, rectify the issues and retest.
  4. Issue GCC Certificate: Compiled by the U.S. importer or manufacturer according to CPSC specifications, it must include seven mandatory elements (such as product identification, test record custodian information, etc.).
  5. Electronic Declaration and Filing: Starting from 2026, it must be filed through the U.S. Customs and Border Protection's ACE system. The certificate and report must be kept for at least 5 years, and product revisions require retesting.
