Office Chair Customs Clearance Procedure

Admin October 09, 2026

The office chair customs clearance procedure generally includes steps such as preparing qualifications and documents, exchanging bills of lading, customs declaration, customs document review, paying taxes and duties, inspection (probabilistic), and picking up goods. Details are as follows:

Preparing Qualifications and Documents: The consignee enterprise needs to possess qualifications such as the Foreign Trade Operator Registration Form, customs registration (to obtain a customs code), and signing up for paperless customs clearance. It should have a business license registered in China with independent legal person status, establish and implement an import management system as required, have the disposal and storage capacity commensurate with the quantity and quality of imported furniture, have a fixed business location or storage site within the city's administrative area, and have no violation records in the customs system in the past two years. At the same time, it needs to prepare customs clearance declaration documents, including ocean bills of lading/air waybills, commercial invoices, packing lists, contracts, office chair product information (such as material, brand, model, purpose, etc.), preferential certificate of origin under agreements (if enjoying preferential tariff rates), and may also involve other required documents such as bills of lading, certificates of origin, fumigation certificates, and phytosanitary certificates (depending on the requirements of the importing country).

Exchanging Bills of Lading: After the goods arrive at the port, the consignee or its agent needs to exchange the bill of lading for a delivery order at the shipping company or freight forwarder.

Customs Declaration: After obtaining the delivery order, it is necessary to promptly submit a customs declaration form and related documents to the customs for declaration. This step can be carried out simultaneously with tax payment. The importer or its agent needs to prepare complete declaration documents and accurately fill in information such as the product name, specifications, quantity, value, and country of origin of the chairs through the customs electronic declaration system before submitting the declaration.

Customs Document Review: The customs system first conducts an automatic review of the declared electronic data to check whether the declaration information is complete and standardized, whether the commodity classification is correct, and whether the price is reasonable. For the classification of chairs, the commodity code will be determined based on factors such as material, purpose, and structure, with different codes corresponding to different tariff rates and regulatory conditions. If the system review raises questions or the risk is high, customs officials will conduct a manual review and may require the importer to provide further explanations or supplementary documents.

Paying Taxes and Duties: The customs calculates the customs duties, value-added taxes, and other taxes and duties payable based on the commodity classification and value of the goods. The consignee or its agent needs to complete the tax payment within the specified time.

Inspection (Probabilistic): Based on the risk assessment results, the customs inspects some goods, checking whether the quantity, specifications, and quality are consistent with the declaration. The inspection methods may include opening boxes for inspection and sampling testing. Enterprises should prepare relevant product documents in advance, such as product manuals and quality inspection reports, and send personnel to assist during the inspection process.

Picking Up Goods: After completing tax payment and inspection (if required), the customs releases the goods, and the consignee or its agent can pick up the goods at the designated location with the delivery order.
